Running a property portfolio in Riyadh
Rents for residential and commercial property in Riyadh's urban area are frozen for five years from 25 September 2025, for new and existing leases alike. Every lease must be registered on Ejar, and a landlord generally cannot refuse a renewal the tenant asks for. For a portfolio owner this shifts the focus to occupancy and building quality, so the register tracks vacancy and improvement plans per asset. The 5% Real Estate Transaction Tax applies when a property is sold, and RealMake records it on the disposal file. VAT is 15%, applied as your tax advisor sets, and FATOORA wave 25 businesses must integrate by 1 February 2027.
