One Property Management System in UAE, many emirate rules

A UAE management company may run jointly owned towers in Dubai, villa communities in Abu Dhabi and Al Ain, and older blocks in Sharjah and Ajman. Each emirate has its own regulator, and Dubai has its own service charge regime. RealMake sets each emirate up as a region with its own rules, crews and contractors. Work orders, servicing calendars and charge budgets follow the same pattern everywhere, so staff can move between regions without learning a new process. Head office sees open jobs and spend by emirate on one screen, and a new emirate can be added later.

Dubai charge rules without slowing other emirates

Dubai's jointly owned property law brings Mollak, the RERA service charge index and owners associations into play. Other emirates work differently. RealMake applies the Dubai rules only to Dubai buildings and keeps simpler cost sharing for Abu Dhabi, Sharjah and the northern emirates. Your accounts team uses one invoice process, and the system adds the right references and checks for each building based on its emirate.

  • Mollak references only on Dubai buildings
  • Simpler cost sharing in other emirates
  • One invoice process for accounts staff
  • Checks chosen by each building's emirate

Dubai charge rules, approval limits and cost split methods are set for each region.

Training

Staff in each emirate are trained in English, on site where useful and online for smaller teams.

Go-live

Emirates go live in turn, with remote support from Bengaluru during UAE working hours.

Buildings and communities in UAE

Each emirate has its own regime. In Dubai, DLD and RERA oversee the market, and Law 6 of 2019 on jointly owned property governs owners associations, the RERA service charge index and Mollak invoicing. Abu Dhabi is regulated by ADREC, with leases on Tawtheeq. In Sharjah, RERD handles registration and the municipality attests leases. RealMake keeps these rules apart by emirate. VAT is 5% across the country, and each charge follows the treatment your tax advisor sets. E-invoicing starts on 1 January 2027 for revenue of AED 50 million or more and on 1 July 2027 for others.

Frequently Asked Questions

Can RealMake handle Dubai and Abu Dhabi buildings together?

Yes. Each emirate is a region with its own rules, teams and contractors. Head office sees both regions together, and staff can be limited to the emirate they work in.

Do the Mollak rules apply to our Sharjah buildings?

No. Mollak and the RERA service charge index apply to jointly owned property in Dubai. RealMake applies them only to Dubai buildings and uses your chosen cost split method in Sharjah.

How are owners associations handled outside Dubai?

Where a building has an association or owners committee, meetings and minutes can be recorded the same way. Where none exists, the building simply runs without that section.

Can we add Ras Al Khaimah buildings later?

Yes. A new emirate is added as a region with its own settings. Buildings, assets and contractors are loaded for it, and staff there use the same screens as everyone else.

How does RealMake prepare for UAE e-invoicing?

Invoices carry the data fields the UAE e-invoicing system needs. Businesses with revenue of AED 50 million or more start on 1 January 2027 and others on 1 July 2027, and we plan setup around your date.

Does VAT treatment differ by charge type?

It can. The choice is never made by RealMake itself. Your tax advisor sets it for each charge type, and the system applies that setting at the 5% rate where VAT is due.

Can directors compare emirates in one report?

The group report lists open jobs, missed visits and spend against budget by emirate and by building, so directors can see where a region needs attention.

Which emirates do Symake consultants travel to?

No. Symake works from Bengaluru, India, and has no UAE office. Consultants travel to the UAE for workshops, training and go-live, and support is remote during UAE working hours.
