Getting ZATCA-ready with Retail ERP Software in Saudi Arabia

Saudi retail groups seldom stop at one city. Head office may sit in Riyadh, with branches in Jeddah, Dammam and Al Khobar, Makkah and Madinah, and new openings planned around the NEOM region. Each branch issues receipts that ZATCA now expects in a specific electronic format, while head office still has to buy, price and account for the whole group. A retail ERP joins these tasks so that a receipt in Al Khobar and a supplier bill in Riyadh land in the same ledger with the right VAT. Symake configures the system from Bengaluru, holds workshops in Riyadh or Jeddah, and supports branches across the Kingdom remotely.

Phase 2 changes more than the receipt layout. Every invoice needs UBL XML, a cryptographic stamp and a QR code; B2B invoices must be cleared in real time, and simplified invoices reported within 24 hours. Symake configures the integration so these steps run as part of normal posting. Finance sees the status of each invoice and can fix rejected ones before the deadline passes.

  • UBL XML produced with every invoice
  • Real-time clearance for B2B sales
  • Simplified receipts reported in time
  • Rejected invoices flagged for correction

A retail back office for Saudi Arabia

In Saudi Arabia, ZATCA collects VAT at 15% and runs the FATOORA e-invoicing program. Phase 2 integration is being rolled out in waves. Wave 25 covers businesses whose VAT-subject revenue exceeded SAR 187,500 in any year from 2022 to 2025, and they must be integrated by 1 February 2027. Integration means UBL XML invoices with a cryptographic stamp and QR code, real-time clearance for B2B invoices and reporting of simplified invoices within 24 hours. Tax invoices must also carry Arabic. The Saudi weekend is Friday and Saturday, and support hours are set around it.

Frequently Asked Questions

Which FATOORA wave applies to our group?

It depends on each company's VAT-subject revenue. Wave 25 covers businesses above SAR 187,500 in any year from 2022 to 2025, with integration by 1 February 2027. We review each company during discovery.

Can branches in Dammam, Al Khobar and Jeddah run on one system?

Yes. Branches in every region post to the same back office. Regions can have their own reports and price exceptions, while head office keeps one ledger and supplier list.

Can consultants work at our branches in Makkah?

Non-Muslims cannot enter Makkah, so we hold workshops and training for Makkah teams in Jeddah or online. Branches there run on the same system and receive remote support.

How do we compare retail ERP vendors for a Saudi group?

Ask each one to show FATOORA phase 2 clearance, multi-company consolidation and regional pricing with your data. Check who handles support during the Saudi working week and how.

Do receipts from our tills meet phase 2 rules?

Simplified invoices from branch tills are generated with the required QR code and stamp and reported to ZATCA within 24 hours, with failures flagged for the finance team.

Is Arabic training available for Saudi teams?

We train and support in English. Customer-facing documents still carry the Arabic content ZATCA requires on tax invoices and receipts.

Can we add new branches near NEOM later?

Yes. New branches can be added remotely, joining the existing price books, suppliers and reports. If they sit under a new company, it gets its own ledger and VAT setup.

What happens if ZATCA rejects an invoice?

The back office shows the rejection and its reason. Finance corrects the data and resubmits, and the invoice history keeps both attempts for audit.
