Set up for property rules in Muscat
Development in Muscat is overseen by the Ministry of Housing and Urban Planning, and a new Real Estate Registry Law is modernising how property is registered. Expatriates may buy in Integrated Tourism Complexes and, under recent rules, in more areas, so RealMake records eligibility per project and buyer. Leases on retained units are registered with the municipality. Muscat developers have charged VAT at 5% since April 2021, as set by the Oman Tax Authority. Fawtara e-invoicing is planned in phases from a pilot in August 2026, and the platform is set up to adopt it.
